Walking down a road going hunting, if a dog comes out across the road, teeth bared and growling, do you have the right to use a gun to kill the dog? Do you have to wait until it bites you?
We're not talking about a mere pet, but german shepherds that are incredibly menacing.

You do not have to wait until it bites you.
Teeth bared and growling but not running towards you, that's a wobbler. You would need to articulate that you were in fear for your life. Hopefully you will have witnesses with you that can corroborate your story. Or no witnesses at all.
If you are illegally hunting on another person's property and it is their dog, you will be charged with animal cruelty, tresspass, and probably be held civilly liable for the death of the dog.

Some of it will depend on where you are. There is always a chance that some bleeding heart will either charge you or try you. You have to be careful with the issue if you were being threatened or not and it will be on you to prove you were. If the state can prove that you weren't and you shot prematurely then you could possibly found guilty. But, if you were genuinely threatened, carrying the gun legally and in a legal fashion, don't endanger anyone else, and you don't break any laws then you should probably be ok.

Totality of circumstances. A large dog, comes across the road at you, with its teeth bared and growling. In that scenario you would probably be fine to shoot it.

All the animal has to do is put you in fear of imminent death or serious bodily injury, once that happens you have the right to defend yourself including deadly force. So if bares his teeth, growls, and then runs the other direction you dont have the right to shoot him.

You shouldn't have a gun in the first place. This scenario is just another feeble justification for allowing firearms in the US.

"The right to bear arms" was intended for acts of war, not "walking down a road"

Im fed up hearing the argument that "Guns are not dangerous, people are".

People are only MORE dangerous WITH guns.

Only you know if you really need to kill the dog or dogs if in doubt you probably shouldn't. If they are running loose odds are they would have already tried to bite you if they wanted to.

If a German Shepherd is not on a leash and attacks me and I have a gun, the last thing on my mind is the legality of shooting it...BANG!
