have the computer scanned on it ,and see of you have any trouble codes at all on it,this will tell you if it has a bad sensor or something causing this to happen,timing can be an issue with it,and so can a bad egr valve,but have it scanned first,this will help you in repairing it,good luck with it.

Not a definitive answer but a possibility:
I have, on occasion, had Neons do what you are describing and it was "fuel pump cavitation". Let me explain....
I don't know if it's because the fuel pump on a Neon is laying on it's side, instead of going straight down in like most fuel pumps or if it's a design flaw in the fuel pump itself but for some reason, the Neon's fuel pump will sometimes pump nothing and then pump fuel....it's called "cavitation" and the really screwball problem with this is, it won't show up on a regular fuel pressure test! To test it, you have to remove the schrader valve from the fuel rail and the valve from the fuel pressure gauge. Start the car and watch the needle, it will flactuate rapidly between 10-40 p.s.i.
If you do this test and the gauge does what was described....you more than likely have to replace the fuel pump. If it doesn't, I was barking up the wrong tree....

How long has it been since you replaced the spark plugs. I have found out that if you buy cheap plugs they wont last no time. I suggest replacing the plugs first with a good set and see if that helps. If you have a check engine light after, get it scanned at a parts place.

You know I have having this same problem with turning. Hopefully we can get this question answered together. If I find something out I will let you know and hope you will do the same for me. I just got a 1999 neon and it does the same thing. Does your's smoke too?

Fill it up with gas and if you can make it do it, If you can't, then see how low you can run it on gas till it dose start doing it again. You may have a problem in the tank.
