can you...? yes, most likely you could. More importantly should you? is this out of frustration and unforgiveness or what will benefit your 17 y/o?
My mother put this little country boy (Me) on a bus with a one-way ticket to Chicago when I was 17. Was it the right thing? at the time it was painful. However, I would not be the man I am today if it were not for her giving me the Boot. I had to grow up and get real. While I may not have understood it as an act of Love... it truly was on her part.
My wife and I were also faced with the same challenge with my daughter, fortunately she was 18. She also need to grow up and get real with her life. It was a hard decision with many tears... but it work out quite well.
Let love and genuine forgiveness be your primary motivation in all you do. Take this question to the thrown of God's grace. Listen to Christ through the word

That could likely get you in some serious trouble w/ social services, as others have mentioned. Obviously, you are having problems. But come on. Throwing him/her out is not a solution (legal or not). That is a selfish thing on your part. You just want rid of the "problem" instead of seriously dealing with it. You are taking the easy way out. Shame on you. Be a parent and step up to the plate.

You can't throw a minor out or children's services will be breaking down your door. Is he or she just being disrespectful or are they breaking the law in some way? Call the cops on them and have them put in juvy til they turn 18.

you didn't say what the issues are... is he stealing from you? taking drugs? disrupting the family?
does he have emotional problems which have gone unattended? are you the problem?
