Put some pots of growing lavender all around your patio, cats don't like the smell ans you could also try leaving orange and lemon peel in its pathway. There are some other plants that cats detest but i can't remember the names of them but if you go to your local library you'll find them either in a gardening book or cat book or better still, look up on the net. You can get some cat repellant (well you can where I live) it comes in a gel form or small stones and you place them around the edges of your property and the cats hate the smell. If you are scared your little girl may touch them then put the stones in a a number of small linen/net bags and hang them where she can't reach.

Hiya, Cats dislike citris, when my cat was 'marking her territory' I sprayed lemon juice on her favourite areas.... it worked, and had a nice clean smell too, if this doesn't work, there is a spray on the market called 'Get Off' which deters cats pee-ing it the wrong places too! (I am in UK but sure you would get it in other countries too... or ebay?)
If still no joy, cats hate water,,,, so catching him in the act is important, but always have a water pistol at hand, as soon as he comes to your balcony, spray him, its humane and should deter him visiting.

buy some lion poo (seriously! you can get it from ebay or any any big online pet store and its only cheap) it comes dried in litlle pellets (so its not harmful to children or animals) put it in the balcony and then when the cat comes along he will smell it and think oh s*it theres a bigger cat than me around I best had find someone elses balcony to pee on!!!
Honestly it works!!

At the pet store you can find a spray that helps train cats, you spray it in an area which they urinated before and it is supposed to keep them from going there again. I hope this helps good luck:)

The cat needs to be neutered. I would cage him and take him to the pound. Your neighbors can go get him if they want, but he should not be running loose.
Have you told the neighbor about the allergies and that he sprays your porch? Otherwise- maybe try mousetraps. They won't hurt the cat, but will scare it when they snap.
Get a tape recording of a dog barking, and put the speaker on your porch:)

Put a wind chime on the balcony near where she enters from..cats hate that noise she will be afraid and not want to go there anymore.

I buy this stuff called "Get off". Its green and cats hate the smell of it but humans can hardly smell it. I have a cat that used to pee in my front garden and it worked a treat. It won't harm them and it's totally natural.

you can either use the pellets which are supposed to make the cats go elsewhere but if you have a little girl you better check if they are toxic to children or any other pets if you have them. lemon rinds work, i had an issue with a cat coming in my garden and i used lemon rind - not found a poop since. none toxic to children aswell :)
