I was parked in a parking and a guy was waiting for my spot. At the last second it accelarated to get another spot and I hited him in the driver door. Cost for the repair $800.
Should I propose $400? $800? Declare it to my insurance?
I called my insurance but they won't tell me anything until I fill a claim. Thanks for your advices!

Report the claim. He could start claiming back pain from the accident. Let them deal with it. If it ends up only being $800 it will not effect you much.

You or your insurance company must pay for the actual cost of repairs resulting from when you "hited" the other vehicle. You don't just propose some figure off the top of your head.

Legally, it is still your fault, even though he was an idiot. I can't see you being able to propose any amount. Go through your insurance unless you have the $800 in the bank.

of course, with an insurance it would be better. in case what if the next time this accident happen again, better be safe than sorry right? claim it now!
