Embassies and Consulates exist in other countries to represent their countries interests in that country. If a country is too unstable, read Iraq, to support enough business, cultural exchange, immigration to warrant representation then why risk it? I think it will be at least five years before many other countries open any type of embassy or consulate there.

Later even though US have started constructing theirs which is costing 600 million and will be the same size of the vatican.
