I am curious: is discount season still continues in Europe (esp. Germany, Italy)? Best places to shop in Germany Northen Italy? (for cloth, leather, bags etc)

As for Italy, in some places they're still on, but 90% not anymore.
Winter "saldi" (that's the Italian word) will begin in early January.

Edit: the discount season start and end in different dates, according to rules set by each municipality.
