any places in chicago where they would tattoo people under 18?

chicago or evanston.

if there were, would they be the kind of place you would trust to get a life-time tattoo on your body? 'scratchers' generally will have lower skill and hygiene - part of the fun that comes with operating illegally

Yes, why would you want to go?
Risking a blood borne infection to get a tattoo, this is EXACTLY why they have set age limits!
If you are making a poor decision such as risking your health for a tattoo what makes you think what you are having tattooed on you is rational, and not another poor decision?

from what I understand, if you're under 18, in IL, you can get a tattoo with your parent there. you still have to be at least 16 or 17. Call some shops and find out.

Probably, but that means they're not legit and you'll get hep C or something from it, or it'll be a crappy tattoo. Trust me.

Please wait, it's not worth the risk.

Yes, there are places that will just about anywhere.

But they're the same places that re-use needles.

So, have fun dying of Hepetitis.

if there are, i'm sure they are not very clean or safe. trust me, a hepatitis scare is not worth the risk of a low class tattoo/piercing joint.
