The best way to bring this corrupt official in books is to make a formal written complaint against him under to the Delhi Police. Section 17 of the Prevention of Corruption Act1988 clearly provides Persons authorized to investigate.
Notwithstanding anything contained in the Code of Criminal Procedure, 1973, no police officer below the rank, -
(a) In the case of the Delhi Special Police Establishment, of an Inspector of Police;
(b) In the metropolitan areas of Bombay, Calcutta, Madras and Ahmedabad and in any other metropolitan area notified as such under sub-section (1) of Section 9 of the Code of Criminal Procedure, 1973, of an Assistant Commissioner of Police;
(c) Else where, of a Deputy Superintendent of Police or a police officer of equivalent rank, shall investigate any offence punishable under this Act without the order of a Metropolitan Magistrate or a Magistrate of the first class, as the case may be, or make any arrest therefore without a warrant;
Provided that if a police officer not below the rank of an Inspector of Police is authorized by the State Government in this behalf by general or special order, he may also investigate any such offence without the order of a Metropolitan Magistrate or a Magistrate of the first class, as the case may be or make arrest therefore without a warrant:
Provided further that an offence referred to in Clause (e) of sub-section (1) of Section 13 shall not he investigated without the order of a police officer not below the rank of a Superintendent of Police.
This being a case where this man can be arrested taking bribe red-handed with the help of the Police authorities & for that you may be asked to hand over remarked currency notes to him which will be recovered from him by the police officers to establish a criminal offence of taking bribe from you, although you need not worry being implicated in any offence of abetment of giving bribe as section 24 of the said Act provides Statement by bribe-giver not to subject him to prosecution.
Notwithstanding anything contained in any law for the time being in force, a statement made by person in any proceeding against a public servant for an offence under Sections 7 to 11 or under Sections 13 or Section 15, that he offender agreed to offer any gratification (other than legal remuneration) or any valuable thing to the public servant, shall not subject such person to a prosecution under Section 12.
This gives you full protection under the Act for being a part of the prosecution party to get this man behind the bars for demanding as well taking bribe from you. Let me tell you after this Act has been made operational most of the Public Servants are very cautious in asking bribe openly, but can't say how this guy demanded it openly from you, may be he is not aware of this Act & its provision.

You can file complaint to police,anti corruption cell and to the deptt.head of the officer and variouus other places but you must have seen in news channels that complaints like this bring results after some channel takes interest in your complaint and gives wide publicity in it's own way. So if you are really serious ,catch hold of a reporter from some good TV channel and make him interested in your case and once this is done your job is half done. Balance will depend upon the strength of your case.

Give a written complaint to:
1) Vigilance Officer of the department.
2) A copy to Vigilance Commissioner.
3) A copy to a local news paper
4) A copy to a Television channel
The copies are important, as the department's Vigilance Officer may avoid taking action. Also, follow-up, in regularity.

write a complaint letter to the police commisioner, new delhi, and send the cc to anti corruption dept, and the head of the dept of electrical JE and the same bastar.... whos asking for bribe. it will work.
rather than going to the police station and filing complaint against him, will make u suffer.
