1) People should stop having babies outside of marriage. Parents should love their children enough to discipline them and teach them to respect teachers and authority figures.

2)The Constitution can be amended but it is, by design, a very difficult process. The reason is because it is not to be subjected to the current whims of society every time there is an election. That would be like changing the rules of a football game whenever new players take the field.

Harmony and a sense of belonging are not the job of government but of the family. Strong, functional families where all the children feel secure, loved and have their needs met is where you will find those things. Safety is everyone's concern.

1. Ensure that there are sufficient numbers of each that they are not stretched too thin. It takes a commitment of resources by society.

2. USA already has a process that makes it actually rather simple to informally amend the constitution. Congress simply passes a far-reaching law that accomplishes the same thing, and the Supreme Court doesn't overrule it. The Civil Rights Act of 1964 comes to mind as an example.

This Democratic society does have that ability and besides, it would be awfully tiresome to keep changing the constitution every four or eight years, don't you think?
