Don't think the milk and cookies idea is reality. I've been thru too many asshole noisy people to think politeness will work.
Get some really big boots, heavy.
You will need to make complaints to the landlord or whoever. Maybe police.
And look for a place to move to.
Ask nicely, but don't expect much.

Why not just write a perfectly reasonable note 'from upstairs' and slip it under their door. Just asking them to keep it down or you will make a complaint. Or you could type a notice of warning - pretend its from the landlord- and hopefully they'll take heed and shut up.

Just call managment and complain. Better yet, write a note and complain about the noise, sign the note with your downstairs neighbors, next-door neighbors name.
