It sounds like an idiosyncracy of that particular function generator. Find the manual for the function generator and read to see if that is normal. It may be normal for it to operate that way.
If the manual says nothing about a frequency division when the symmetry buttons are pushed then the generator is defective. Take it to the calibration lab, or send it back to the manufacturer, for repair.
