i'm an avid watcher of cops and i've always wondered where dealers get those tiny bags because i know i've never seen them in a store.

All kinds of factories buy them to use for parts. Whether it's to continue their own assembies or to package things for your home assembly, those bags aren't hard to find in the assembly business...1000 or more minimun purchase.
