No. Twin pregnancies will have higher HCG levels, but the levels swing widely with time, and there's so much range in the normal numbers even at a particular gestational age that the best you can get is a vague correlation, not enough for you to hang your hat on.

Having an elevated level of HCG may indicate twin pregnancy. These levels do not confirm twins. But in women who have taken fertility treatment,having a history of twins in families,and excessive symptoms of morning sickness etc indicate twins
