Small churches meet special needs. Usually a small church is located in a rural area, where it is too far for the members to travel to larger churches. Most rural churches have volunteer pastors who have not had the benefit of seminary education, and some have never even been to college. Some churches are so small that the pastor, must hold down a full time job, to support his family.
If they are a Bible believing church, then yes, they are being faithful to the Great Commission..."go ye therefore into all the world, preaching the Gospel."...
They have, in one way gone into a part of the world, their part. They most likely have some affiliation with a denomination, in which they contribute in a monetary way to missionaries in foreign places. They will as Christians, witness to people in their daily lives, possibly leading some to salvation, who will then in their own way, lead others to Christ.
I believe in my heart of hearts, that God is just as loving of a church with 10 members as He is with a church of 10,000.

A person doesn't have to belong to a particular church. My church teaches the word of God, has missionaries around the world who teach the word of God, and do not force people to come to "our" church. It's more important to love others, and teach His word truly, than to count how many people are in the pews on Sunday.
