The Old Covenant and the New Covenant are essentially the same covenant. The old Covenant(God's Law) was ratified by the blood of animals. The New Covenant(Law of God) was ratified by the blood of Christ. Under the Old Covenant the Law was written on two tablets of stone, but under the New Covenant the Law of God is inscribed in our heart. (Hebrews 8:10).

A covenant in the Bible, while a two way agreement was an agreement that a greater party offered to a lesser party in most cases. Mankind doesn't come to God and offer to make a deal with Him. God establishes covenants with mankind based upon his own good pleasure.

For instance, here is a covenant God made with man and animals that required nothing on their part.

Genesis 9:8 And God spake unto Noah, and to his sons with him, saying, 9 And I, behold, I establish my covenant with you, and with your seed after you; 10 And with every living creature that is with you, of the fowl, of the cattle, and of every beast of the earth with you; from all that go out of the ark, to every beast of the earth. 11 And I will establish my covenant with you; neither shall all flesh be cut off any more by the waters of a flood; neither shall there any more be a flood to destroy the earth.

The "old" covenant God made with the Israelites was a different type of covenant in that it required something on their part in order for the covenant to be fulfilled.

Deuteronomy 4:12 And the LORD spake unto you out of the midst of the fire: ye heard the voice of the words, but saw no similitude; only ye heard a voice. 13 And he declared unto you his covenant, which he commanded you to perform, even ten commandments; and he wrote them upon two tables of stone. 14 And the LORD commanded me at that time to teach you statutes and judgments, that ye might do them in the land whither ye go over to possess it.

Deuteronomy 6:24 And the LORD commanded us to do all these statutes, to fear the LORD our God, for our good always, that he might preserve us alive, as it is at this day. 25 And it shall be our righteousness, if we observe to do all these commandments before the LORD our God, as he hath commanded us.

That's the old covenant whereby the Israelites who kept all of God's commands would be counted as "righteous" before the Lord.
