He isn't legally an American. He has to go through the naturalization process in order to become a citizen. But he should be considered one, just because he lived and was raised in the USA for most of his life.

American is just a name. Everyone who comes to this country, be it foreigner or Amercan national is American. There is no adopting to one set standards, even though they exist, because everyone is different. The U.S. is filled with ethnicities from around the globe. Most Americans consider any citizen an American.... Regardless of race, religion, national origin or any other factor.

No, they are not, unless as a very small child their parents were nationalized then it includes them and that is only good for children up to about 8 years of age.
