Jesus told the rich young ruler who claimed to have obeyed all of God's commandments from his youth to give away all he owned to the poor and then to come and follow Him.
Jesus knew that the man's wealth was an idol in his life and that's why the man who had come up eagerly asking Jesus what he had to do to gain eternal life went away sad.
Jesus doesn't tell every follower to give away all they have. He just tells every follower that if they love something more than Him that they can't be one of his disciples.

I'm a little confused about the wording of your questions, but lets see if I can break this down.
Yes, Jesus asked His followers to leave all they had and follow Him. Many of His followers, during that time, literally did give away all they had, and they traveled with Jesus with nothing, always being provided for by God in their travels.
Christians are asked to open their lives to Christ. We are not to hold onto our earthly "treasures" and forsake following Him. For instance, if the Lord called us to serve Him in missions work in a foreign land, we should not deny Him for the sake of our earthly riches, for those can turn to rust, and be stolen. Our true riches are in Heaven, and we must be willing to give all of our earthly things to Him.
This does not mean that all Christians are suppose to be poor. God does bless His children. It is how we look at those blessings, how we use them, that is different. We are called to give to those in need, to help the children and the widows. We are not to work for riches, but to serve the Lord.
Does that answer what you were trying to get at?

Jesus said this to a particular man whose idol was his money. This was not intended for every single person who follows Jesus Christ.

It was his way of determining the sincerity of those who claimed to follow him.
