My questions is : if i applied for a personal loan from any bank ? will this application affect my credit history or no ?
my credit score is 678/850 so what will be the average of the loan amount and the monthly payment amount i will pay for the term of 60 months and what bank can give me a loan of $13000 wih a a low APR ....

Anytime you apply for credit, they do a credit check and that puts a ding in your credit score.
What is the $13K for? Makes a difference as to what kind of interest rate? Is it a car? Or some other collateral? If you're looking for a $13K signature loan, you may not have a good enough score.
Banks have all sorts of brochures. You might get an idea of the of the types of loans and terms available.
