1 minus whatever is in cell B21 times whatever is in cell B18

It means that it is taking the value in cell B21 and subracting it from 1 then it takes that answer and multiplies it by the value in cell B18.

The parenthesis specifies the order of operation meaning that the answer from 1-B21 is multiplied by B18.

it subtracta the value in B21 from 1
and multiplies it by the value in B18

if B21 =0.5 & B18 =4

(1-0.5) * 4
=2
