I think it's because a lot of parents don't monitor what their kids are watching on tv or pay attention to the kids they hang out with, and they don't get themselves involved in their children's social lives. When I was younger, my parents would talk to my friend's parents before I could go to their house and my parents talked to my school teachers at least every other week. That's what I intend to do with my children as well. The kids may hate it while they're young, but they'll understand why it was done once they grow up.

I don't think they are becoming UNsafe, i think they are becoming MORE safe. These days schools have stepped up in security and even many places have metal detectors. Some schools are even now starting to petition that teachers should be able to have a weapon in the class room. Also many schools have security in the school such as guards or cameras. I think schools are really trying hard to make a safer environment.

Lack of proper parenting for one. Not being able to discipline properly due to government involvement with all their laws. For another the lack of control a school has anymore. And despite Anti-Bully laws more schools tend to look the other way because it's mostly the popular kids that are doing the bullying. Sometimes teachers are too afraid to get involved. Outside influence from media, music and friends also play a part in it. What kids see as acceptable by society they will mimic.

There are going to be a lot of good answers to this one. But I'll put you on the track of at least part of the answer.
I went from k-10 grade in one of the big cities. Then we move and I spent my last two years of high school in a place where grades K-12 were all in one bldg, student body of about 500. A pretty tiny school.
And there was a big difference. Everyone knew everyone. Some kids were cooler than others, yes. But no one was a goat for anyone else. They had simply spent too much time together for that.
In big schools (and other places, like work)
anonymity simply breeds contempt.

Because as time goes on the generations seem to get crazier, less educated and disrespectful. More and more kids keep breaking the rules and bringing weapons and things to school.

Years ago the government removed God and prayer from school. This opened the door wide open for Satan.
