Um. . .I wouldn't worry, not only does my dog sleep with her eyes open, but she runs in her sleep as well, and you can honestly tell that she's sniffing something in her dream! She's just dreaming, I wouldn't worry.

Dogs do dream. When someone twitch's their eyes in their sleep their either having a dream or pretending.
As for the warm or cold water question--IDK!
Theres nothing to worry about your chi twitching his eyes. =)

The eye twitching just means she's dreaming.
Sometimes a dog's feet will move as if running
.
Warm water improves the smell & digestibility.
But doing it again just makes it sloppy.
She'll eat it when she's hungry.

1. pets can have muscle spasms in their sleep just like we do. as long as she isnt tremoring/twitching when she is awake, she should be ok.
2. the warm water just kinda helps soften the food, if it cools down and she still eats it, its fine.

he's dreaming. If he's doing it, do not wake him up. he's probable kicking the butt of a huge canines in his dream! My canines cry and howl of their targets, i think of they're searching or some thing interior the dream, in spite of the fact that it consistently make me chortle.

Your dog is just in REM sleep - normal for any mammal is my guess.
Re-warming the food? You'll have pampered the pup.
