Most rats love hammocks. You can buy ferret hammocks but if your rats are fabric-chewers it's cheaper to make hammocks from the legs of old jeans, pieces of cloth, t-shirts etc.
Cardboard boxes are good, too-- we hang them in the cages which gives our little ones more room & they enjoy having lots of levels. These usually last about a week before we need to replace them. We also give them tissue boxes but we put them on the cage floor b/c they're not sturdy enough to hang.
Toys can include chewing sticks, blocks etc. from the pet store (we usually attach some of these to the cage @ various levels as well as simply leave them on the cage floor), sturdy plastic balls with bells inside (most of our rats love these), Nylabones & similar items. We've got a chew treat made from a slice of gourd hanging from the top of our girls' cage & I've seen them batting @ it like kittens from their hammock but they prefer other textures for actual nibbling. Some rats enjoy exercise wheels but many don't & if yours don't like them you can remove the wheel so they'll have space for other stuff. Our girls have a wheel but our boys don't.
You might want to try a litter box-- whether you buy one made for small animals or use something on hand (an old plastic food container, pie tin etc.), fasten it *securely* to the cage & add a different litter than what you use on the cage floor. We've had girls who were really good about using the litter-box, but others (and *all* our boys) have viewed the box as one more place to hang out or take a nap.
One thing to keep in mind-- your rats will probably have their *own* ideas about decorating, so don't be offended if they re-arrange things a bit ;-)

I'm going to assume that you mean the inside of the cage. Make sure that you don't go too overboard. First make sure that he has all of the basics: food, bedding, water, and a wheel.

I have a lot of experience with mice (I've had a total of 28 of them over the past 3 years), and know a thing or two about their likes and dislikes.

Make sure you have places for him to hide in. Boxes work well for this. I just use toothpaste boxes, but you'd probably need something bigger. Poke around in the kitchen and see what food boxes you could use. Another type of box that works well is a check box (that checks come in).

Wood from outside is good, as long as you know that no pesticides have been used on it. This is good for them to be able to chew on. However, this usually needs to be elevated so that they can't walk across it, or else it will get soiled.

Because rats love climbing, anything that they can climb on will make them happy. My cousin has a glass cage for her mice, and she found some metal racks from random places (a chair at the side of the road, i think), and hung those from the sides of the cage so they could climb. Ladders from bird cages are fun for rodents (you can make your own, too, out of popsicle sticks).

Basically, anything that they can chew and/or climb on is good. Chewing and climbing are the favorite activities of rodents, so anything that you can give them so that they can do that will make them happy.

Another way to get ideas would be to browse around at your local pet store. You can then search your house for cheap (or free) alternatives.

this is what i have in one of my cages...
i have a wheel, rats love them (silent spinner)
i bought a piece of dowl and put a full toilet papper roll on that, they love to nest with it. they have the hard cat balls to play with in there (if it has a bell inside check they haven't chewed the ball and gotten it out) i have hammocks that i made outta old t-shirts, and levels and a rope for them to climb. i do have girls and they are more active then boys so i've been told. they also have houses in their cage so they have somewhere warm to go at night.
hope this was helpful!!!

If you can round up some old magazines...cut out the pictures and 'glue' them to the back of the cage...decoupage.

We have hammocks and hide houses in ours. They usually play outside of it so the toys are scattered around my bedroom.
