Understaffing/workforce shortage like with nurses. Not enough nurses to fill in slots leads to hospitals/nursing homes using agencies to fill slots. This is at a premium of maybe $40-60 more per hour than what they would pay a staff nurse. Temp agencies, in a similar vein, also cost a premium but not as high.
Independant contractors are used for the most part because they will be a fit for a job at a certain time. Not necessarily cheaper than keeping them on salary or having an in-house workforce, but they reduce some liabilities and employee benefit coverage.
Scab workers/replacement workers come in to reduce the striking laborforce's bargaining power. They usually come in at a slight premium.
And bringing people in short term/one-shot/advance men/consults and the like just comes up because you need specialists for certain jobs/tasks/etc.
Basically, a firm considers alternative staffing options because of the current workforce enviornment presented to them.
