Some employers attach the I-9 to the application but not the W-4.
This way if you aren't legal to work they won't bother with the interview and they don't forget to get it after you are hired.

No actually it is not at advisable and it is unethical infact...
I mean ur so called job recruiter may actually be looking for compensation and detail stuff about the kind of work that u do in a particular company.It can then be used against you as well. Dont fill in any stuff unless u are sure that ur recruiter is authentic which wud not be the case in ur first meeting. In the Financial Industry especially it goes against ethics which wud also be the case with other industries. Do so at ur own risk.

If the job recruiter is from a temp agency, sure. You are working for a temp agency, agreeing to be sent out to work.
