A what? Plants have always been naturally watered by rain. Are you talking about the myth that there was no rain before Noah's flood but it was all up there in a water canopy. Such an idea is physically impossible. In any case were it possible, that amount of water above the earth would allow no sunlight to get through - none at all. The planet would be pitch black, lifeless, very hot and the atmospheric pressure would be very high indeed.
