You dont say a UK or US visa.But summise its for the Uk and unusual for it to be a male.You can access the British Embassy in Kiev online and complete the 9 pages or rather he can.This has to be in English,then apply online for an appointment and this will be given pronto.You will have had to know the person for say 1 yr,and have visited that person in Ukraine.They will ask for pictures of you both together.He will need a lettter from his employer stating he has a job to return to.His earnings will have to total around (1800 Hiravina) £180 per month.The documents then are taken to the Embassy along with the fee of (600 Hiravina) £60 which is not refundable.A given tourist visa is valid for 6 months with multiple entries during that period.The main question they will ask is why dont you visit him in Ukraine should you not already done so.Providing the documents are in order their should not be a problem.The refusal rate in Kiev is very low around only 10%.But please follow the instructions to the letter and appointments can only be made online.Best Luck.

She will have to go to the US embassy and apply for a tourist visa just like everybody else. The cost of the application is $100. Unless she has a very good job and owns her own home it's highly unlikely she'll get a visa.
There are thousands of Internet romance scams being run out of the Ukraine. If at any point you're hit up to "help" with fees for something related to the trip then you can bet it's a scam. Usually with these scams they'll email you a copy of the girl's passport data page and she's always smoking-hot when it comes to attractiveness.

If you are visiting the UK, then your friend has to go to the local British embassy and apply for a visa. Tell him/her to check out the website and you will find the forms and guidance in order to process their application.
