Just do thing that will increase his interest for it:
1. Decorate the house with halloween stuff - make it fun and let him participate. You could buy things and also do an arts & crafts , theme: halloween one day.
2. You can bake cookies and cut them into halloween shapes, let him help you, bats, witches, spiders, etc.
3. Buy a board book or something halloween related and read it to him.
4. Ask him what HE/SHE would like to be for halloween, who would he like to dress up as.
Have fun, I love Halloween.

Get a flyer from your local party store and go through the different costumes and ask her/him which one they like. Right now my son is into firefighters. My husband's female cousin is a firefighter and she gave our son a temporary tattoo from her station and he prized that. Find a costume that resembles something that they really love at the moment.

I wouldn't rush they usually don't quite understand what's going on till around age three or four. Around then they understand more and can enjoy it.
