The kittens should have seen a vet by now. They are supposed to be checked out by a vet within a few days of being born. I highly suggest you take the kitten to the vet so they can make sure it isn't sick. Also, make sure the kitten nurses enough- they should nurse from the mom every 2 to 3 hours.
Take him to the vet immediately though.

I would not worry about a three week old kitten not using its back legs well yet. At three weeks, my kittens are just barely walking around the nest, many are dragging their back legs. If at four or five weeks you see the same problem, I would take the kitten to see the vet. There are viruses that can cause weak, painful limbs in kittens, but you would probably see other symptoms, too, like fever, lethargy and weight loss. Injury or severe hip dysplasia is more likely in a 5 week old or older kitten that isn't using its back legs well. Weigh the kitten every day on a letter scale to ensure it is gaining weight steadily and watch for other symptoms, including mom rejecting the kitten.

Actually cats do not need to see the vet until they are 8 weeks of age. Dont let people make you feel badly for your kittens not being seen. Probably better not to take it out of its environment and into a germ infected vets office with its tiny non-mature immune system if it is not entirelly neccesary. But regardless of that ask yourself is the cat eating, drinking and going to the bathroom the way it should. If it is then maybe the kitten has some deformity. How long ago did the other cats start walking...if the gap is more that a week it may be a good idea to call your vet for advise...they also have mobile vets which are equipped with xray machines that are sometimes cheaper than going to an office and you wouldnt have to take the kitty away from its mama.

You have some wonderful info here. Before you worry yourself to death, I recommend TIME. Do not panic at three weeks. Make sure she is getting her share of the milk from mama kittie. Watch close, as the larger ones like to hog all the milk, and she will be very under nourished. If so, You may want to sub. some kitten formula from the vet, or Walmart. We do kitten rescue and use allot of it. That small, you may want to use a syringe before the bottle. I think she will be running around and getting in trouble before you know it.

a vet trip, possible this runt is not developed as he should be. Also there's the chance of FIP and if he has it the chances of passing it to the other kittens is there, and thats bad stuff.

I think you better take him to a vet! How do you expect people on here to teach you the physio to get a kitten to walk exactly? How are we even supposed to know why he's not walking??!
