I just moved into an appartment on campus. We get free internet. I got a paper that says dont use bitcomet limewire bearshare etc on campus because you will get caught and go to jail. how valid is this? all I want to do is watch the office (yes we get free cable, but I want instant gratification) I really dont want to risk it if they monitor what I'm doing or will shut off my power and charge me for it or something.

Using the applications for legal downloads won't get you in legal trouble but using it for illegal downloads (piracy/copyright infringement) will. Now the college may have their own policies on what applications they allow to run over the networks in order to optimize it for what they consider "legitimate" usage. Students are in school to learn, not build up their music/video collection (assuming legal downloads). The school can and probably does monitor the packets on the network and can tell what is going on. If they wanted to, they could completely block the traffic or the user by not allowing the device to connect.

Now the real question is if the school can go after you for piracy. The school is not in a position to police the rights of content holders but they still have to protect their interest should students be found performing illegal acts on the network. The safest thing is to comply with the policies unless you are willing to face the risk of being caught. If the school finds you, likely they'll just disconnect you and/or charge you a reconnect fee. If the RIAA, MPAA, or a software vendor finds you, you will likely be facing lawyers.

agold_12 - When using another person's network, you can't really expect privacy. Most places are including agreements that essentially require you to agree to their policies or you can't use the resource. Using the resource generally implies that you agree to the terms.

Using Bitcomet, Limewire, Bearshare etc., for downloading is not illegal and usage will not result in a prison sentence unless you are downloading copyrighted material without the copyright owner's permission.
