It depends on the person's metabolism, the hormones effecting their body at those times, what's going on with them mentally, among other things. Some will get skinnier, some will get fatter THEN skinnier, and others will experience skinniness one time they do it, and fatness another time. I'm the latter group, by the way.

Who ever told you that not eating causes fat it a total moron.
Fat builds in the body when caloric intake of food is greater than the calories burned by activity.
If you don't eat, or if you don't eat enough, your body metabolizes fat to fuel the body's need for energy. Therefore you loose weight.
However, fasting is a crappy way to try to loose weigh on purpose. To maintain good health, one must consume enough calories to maintain a healthy metabolism. If you are overweight, you can loose by:
1. - maintaining your current eating habits and greatly increasing your exercise, this is a very slow way to do the job.
2. moderately decrease your caloric intake while moderately increasing your exercise level. Or,
3. - Significantly decrease your calorie intake and significantly increase your exercise level.
Which ever choice you make, you need to eat a balanced diet with carbohydrates, proteins, vitamins, and even sugars (in a modest amount).

If you don't eat, you will tend to lose weight, people who get fat from not eating, actually get a bloated belly from mal-nutrition. Did you ever see those feed the children commercials with the little fat kids? Their bellies are the only thing on them that is fat.

If you don't eat your body will go into "starvation mode" and when you eat something your body will "grab" all of the nutrients out of it i.e: fat, calories, carbs, sodium therefore causing you to gain weight only if you do it a lot. If you do it once or twice it doesn't really make a difference.

Someone that is overweight can live longer without food than someone that is at a normal weight because they have more body fat. They all lose weight, though.
