In the mouth there is one on the upper jaw between front 2 teeth connecting the gum and the lip, and another under the tongue that connects it to the bottom of the mouth.

Labial frenum-a band of tissue that connect your lip to gum (attached gingiva) not buccal mucosa.
Some pts elect to have this piece of tissue remove if it cause their two front teeth to gap (diastema)
Buccal mucosa is the layer of tissue lining your cheek.

i'm guessing it is to keep your lip close to your teeth to allow for pronunciation for sounds?
if we didn't have it i wonder if our top lip would just flap around :)

That is your FRENUM. Some people actually have them removed: a frenectomy.
