The less dense the meat the lower the shelf life. I wouldn't eat it after 2-3 days. 10 days sounds like it may have a ticket to Listeriaville.
The table at the end of this link gives it an even lower shelf life. I keep my fridge very very cold.

Considering there is the strong possibility that e coli was in the ground meat in the first place, and that it's been multiplying, I would chuck the chuck. Otherwise, put caution to the wind and cook the heck out of it.

Pitch it.
If you eat it, you're saving maybe $5. If you eat it and get sick, you're out a day of work, maybe 2-3 days. You'll have medical bills, you'll have discomfort, you'll be vomiting, you'll feel like crud. But you'll have saved $5.
Which is worth more to you - the money or avoiding food poisoning?

I would throw it out. I believe it is said, 5 days is ok. Beyond that is questionable.
