What approach could software companies use to combat the problem apart from punitive measures, like pressuring the government to impose sanctions on transgressors?

How about sliding scale costs based on worth of the purchaser? Wow. Pepsi would have to pay a million, and I'd get it for a dime.

I don't think I completely understand your question, but I don't think there's justification for using pirated software. If software is "too expensive" for users, then the market should decide and change the parameters of the industry to bring competition and lower the price.

Besides, there are plenty of free/open source or shareware alternatives to many of the high-priced software applications on the market today.

To me, there simply is no justification for breaking the law to have an unauthorized application (or operating system).

to buy legal copies you mean..

think of the team of people who developed that software for months.. how can they live if every one uses pirated software.. 2 months salary probably is paying a team of SW developers for a month probably.. !! Who Knows.. Ethically and morally using genuine is always right.
