You need to purchase a multi-band shortwave radio, with access to police and fire department frequency.

You can purchase a radio scanner (often called a police scanner). These radios have a number of different channels that the radio scans. It will stop scanning when a signal is found on one of the channels and play the audio. You can purchase units like this at Radio Shack and various radio stores. Radio Shack also has a book named Police Call that lists the frequencies of various public and private radio users.

Purchase a scanner. Be advised that some agencies are changing frequencies and they cannot be picked up.
