I'm buying leeks for a soup, how do i cut it?

Cut off the root end, then split them in half up the middle lengthwise. Take them to the sink and rinse out the dirt (important). Then chop the rinsed halves like you would green onions or celery. Good luck and enjoy your soup.

The above method where you rinse out the insides is correct -- leeks collect a lot of dirt inside, but it will rinse right out.

Some leeks grow a fibrous "core" in the middle. It feels a bit like styrofoam. If you come across a leek with a core like this, remove the core and throw it away. It cooks up very tough and will even survive the blender, leaving fiber-y lumps.

I cut them down the middle, lengthwise, then slice into half-moons before washing them.
