God did teach them to read, write and keep a record.

In the Book of the Secrets of Enoch, Enoch is specifically told that Michael will give him the "books of the handwriting, that is, the books of the handwritings of the fathers, Adam, Seth, Enos, Cainan, Mahaleleel, and Jared thy father."

Perhaps writing wasn't in Gods plan. It's not necessary for people to record history. All He wants is for people to be happy, healthy, and worship him above the false god Apophis.

In Gods plan Adam and Eve were to remain perfect thus having perfect memory and having no necessity to keep written record.

I believe reading and writing are two developments that we as humans came up with on our own (thanks to being crafted in God's image of course). God directly gave us the gift of language and left it up to use it properly.
