To test them. They had to break on commandment or another. The first commandment was to be fruitful and mulitple. As long as they remained in the garden, they couldn't obey this command.

Satan is a symbolic representation to warn people about the misguidance. In Christianity and Islam 'Satan' is projected as the great worshiper but misguides human. In Ramayan, a well read Brahmin Pandit Ravan is projected as a villain. All religions try to tell the same moral. But we interpret in different ways, keeping the story and left the moral.

Remember that Satan was a very important angel at that time. Plus GOD gave all of us free will, he doesnt control us like robots.

The devil was already in the garden. When God cast the devil out of Heaven, the devil fell to earth, and set up his kingdom. The devil is the god of this world.
