I have heard playing chess can make you smarter, is the same true for other strategy games like pool?

I think you touched on the answer when you referred to pool as a strategy game. A good player has their mind actively engaged when they are playing. They always have a plan. Good players think at least three shots ahead, sometimes they have the entire table mapped out in their mind. This is why I believe that in the long run, a smarter player will come out on top over a better shotmaker. A shotmaker relies solely on their ability to pocket balls to get them by. A smart, methodical player has a game plan and does everything possible to leave themselves as easy a shot as possible with natural position for the next ball. The best players can do both.
