put a tea spoon of vinegar in there water and also when they get the fleas really bad use a rag that has vinegar on it and rub them down even between the toes.. the dog wont like it much but i swear it works... i had 2dogs and 3cats that had them really bad and vinegar works the best... it also makes their fur really soft and shiny...

bath with a good flea shampoo first, then using a flea comb throughly comb through the pets.
note you have to do this on ALL the pets!
then apply a topical flea preventative, it will take up to 72 hours for you to see any real effect.
i personally prefer K9-advantix for dogs, but dont use if you have cats that groom or sleep with the dogs. Frontline PLUS is another good one. treat ALL the pets, and remember they dotn work till the flea bites so give it up to a week before seeing any real breakthrough...
in the meantime ALL bedding, blankets curtains ect must be WASHED, preferably on hot and with bleach if at all possible! i like to add a little flea shampoo to the wash as well.
you also need to flea bomb your house, remove all pets and living things (cover fishtanks securly with plastic) after fleabomb vacume throughly.
with fleas if you have 1 on your dog, theres 100 living in your carpets or in your couch and thats wjhy there so hard to get rid of, everyone treats their pets but forgets everythign else in their house needs treating too.
keep up on the topical flea treatment once a month as a preventative.

ahh! i knew it!! frontline made my dog sick and my vet and the frontline people said that that's not normal and it wasnt the frontline. But i know it was!
Capstar!! They are little pills you give your dogs and they kill ALL of the fleas on your animals. No joke! They are amazing!
My dog is on Revolution now as a monthly preventative for fleas and heartworm. It doesnt make my dog ill. Plus it is SO much cheaper than frontline.

When you attempted to use the Frontline style topical treatments, were you sure NOT to bath your dog 2 days before and 2 days after application? Bathing too soon before and after treatment removes the oils in the skin, which the dog needs to have in order to properly spread the topical as it is supposed to be.
Revolution is another brand you could try as well.

treating the yard is important to and not just once do it a few times over about a month time frame. . and treat the dog as directed with frontline and all should be well.
If they are house dogs you have to treat the house too.

If Frontline didn't do it for you, you're going to have to attack from all angles: have your yard sprayed, house, wash everything, etc. Where do they keep coming from? Frontline has done wonders for my 5.
