I've heard about this mysterious behavior before when a friend looked into why their cat liked plastic bags. Apparently both of these activities are actually quite common, though some cats are more prone to it than others. It has never been explained, but feline behavioralists seem to believe that some cats find the odor of the plastic or photos irresistable and also that the coolness and/or texture feels good on their tongues. Other behavioralists have suggested that it's a nursing compulsion or sort of oral fixation.
Some photos use fish oil in processing... but others can contain toxic chemicals, so best be on the safe side and keep photos out of reach. Maybe you can try giving alternative 'licking surfaces' such as a plastic bag (but not one that could suffocate it of course!).
Point is not to worry; totally 'normal' per se.

I have a cat who likes to lick plastic bags. I use those plastic bags you get from the grocery store to line my small trash cans. My cat will go up to them and like the bag for 10 minutes. I think the behaviour is normal but photos may be dangerous.

I remember a Polaroid commercial where they showed peoples various methods to get the picture to appear and one of those methods was having a goat lick it. I thought that was rather strange. As others have mentioned, my cats have always liked to chew on plastic bags, I tried to prevent this since they could swallow pieces of them; which could cause harm to their digestive tracts. I don't know enough about photo chemicals and what it would to to cats. I recommend talking to your vet about it.

My 2 cats (littermates) do this, too. They also love licking/chewing plastic bags and licking any glossy full-color magazines, fliers, etc. However, they leave anything in black-and white alone. I have no answer, but just thought I'd let you know you're not alone...

Yes, my cats do that too. I don't know why; I just chalk it up to them being dorks sometimes. ;-) It doesn't seem particularly safe and it ruins the picture, so just don't let them sit out.
