if your asking what is the average golfers par its some where around sixteen to 22 ,if your asking what it means when a golfers par average is one it means they generaly shoot one above par on the day a +1 par average meaning they shoot one below and woud add one stroke when playing a scratch golfer to balance things out
in a round of day to day golf your playing agenst your average as well as the other player and a win is generaly detemend by who plaied the better game compared to their average
after all it would be fun for a novice to play with one of their pga favorites but lets face it you would ge t slaughterd being given the beefit of a stroke diference actualy gives you a fair chance
