Lloyd: If your water supply is municipal, they are adding either chlorine or chloramines to destroy bacteria and make the water "safe" to drink. The downside is that these chemical agents will dry out the skin and cause itching or discomfort. Since you aren't going to be able to convince the city to stop treating the water to make your itch go away, you can run your water through a carbon filter to remove the chlorine or chloramines. These are called point of entry systems. I will include a link for the company that made my filter, but there are loads of filters out there. Secondly, you can use an additive to the water to reduce your itching and soother the skin. I will also give you a link to a product that I have personally used. If you have high levels of calcium and magnesium in your water (hard water) that can also make it hard to rinse off the soap and that can irritate your skin as well. But for heavens sake, don't stop taking a bath because of the itch :o)
