The chef has it wrong,it's the other end.
Think about the anatomy of a flower.
There are the outer petals. Then there are these pollen tipped things sticking up called the anthers which are the male sex organs . Then there is a hollow tube in the middle of the flower that leads down to the ovary.
Fruits from flowers develop from the male end back , therefore the bottom of the banana is the male end.
From a culinary stand point I am completely at a loss to explain why that instruction is there at at all

Male end of the banana is the one with the end that holds bananas in the bunch (the end with the branch thingy).
I know it sounds funny, but its how they determine which end of the bananas gets to be eaten first. Because while they are at the bunch, the end that is closest to the tree gets to ripened first because of how the nutrients in the bananas gets circulated.
Basically it is the texture.

mr danger has it right. For the rest of you Americans, I am also, I found that talking to people from around the world we are about the only ones that peel a banana from the stem end. Other then monkeys and they do what is there first..
