This is entirely dependent on your local laws, and you haven't told us your location. In Wisconsin, pizza delivery vehicles can use flashing yellow lights, or at least they could in the 1970's.

One logical scheme has been to have police cars use blue flashers, fire and rescue vehicles use red flashers, and construction and other non-emergency vehicles use yellow flashers. But this hasn't been adopted everywhere in the US, and I don't know where you live.

So you'll have to check your local customs and practices.

Depends on the state you're in. Tow trucks use blue lights in some states and amber in others. Almost all highway departments use amber lights. Most cops have red lights, but some have a red and a blue. States do mandate this, but it differs from state to state.

Most, but not all, areas have adopted blue lights for police (or other law enforcement) , red for fire and ambulance and yellow for non-emergency vehicles.
