I received this TV from a friend. She said her kids played video games on it, so that's probably why the picture is blurry. I can't make any letters or numbers out, so how would I go about fixing it?? Take it to a repair shop? How much would that cost?

27" CRT TVs are not generally economically repairable.

Before giving up on it, there are a couple things you can try:

To make sure that the problem is not just a bad signal, try another video source like a DVD or video game. If the TV has separate video inputs, you could try hooking a VCR up to them and try using it through the VCR's tuner.

If the above doesn't work, try going into the TV's menu system and resetting all the setting that you can find to the factory defaults. It's possible that the kids tweaked some settings trying to get their video games to look better.

Used CRT type TV's are cheap these days because lots of people are replacing them with flat panel TVs. So it rarely makes sense to pay someone to repair them

There are high voltages inside these types of TVs. Attempts by untrained people to open up the case is discouraged as it can be hazardous to their health.

The gaming done on that TV likely screwed up the clarity of the picture. I've seen it lots of times.Get a free estimate on the repair & if it sounds too high, I think you'd be better advised to put the money on a new 27" TV.
