My question to you is, "Just how badly do you want to be a photographer?" You can get a used manual 35mm SLR with a lens for under $100.00. You can get an old Yashica 124 Mat G twin lens reflex for under $100.00.
If you really want to become a photographer, you can certainly find a way to earn a couple of hundred dollars to buy an old camera and some film.
Keep at it, keep saving, and upgrade your equipment when you can, but you don't need a $2,000 camera with a $1,000 lens in order to become a photographer.

Two words... Pinhole Photography
Really good for those who want to enter in the photography world.
It's cheap because you make your own camera and develop your own film/photographic paper (if you want).

With difficulty. You could think about hiring but this is usually pretty expensive and big deposits may be required. Have you looked on e-bay for a camera? There are often bargains, particularly of manual film cameras.

Without a camera, how can you be a photographer? Unless you find someone who is willing to give you a camera, your sunk.
That's like asking a stone sculptor how to carve stone without a hammer and chisel!

Why not try to get a job primarily as a salesperson in a studio? Many department stores have in-store studios. Many of them also offer training and certification programs while you work. You could be working, training and saving for equipment all at the same time.
