Read what The Stuttering Foundation of America says about electronic devices on this page of their site http://www.stutteringhelp.org/Default.aspx?tabid=67. Since those devices weren't available to my family members who stuttered (probably wouldn't have tried them if they were), my uncles and cousins who stuttered used the book "Self Therapy for the Stutterer" available in the Foundation's estore, at amazon.com, and in most public libraries. One uncle who went to a speech therapist found that she used it in her sessions. I'd put the few dollars into it plus the time and effort to improve speech that way rather than depend on a device that may not work for you or that only works while using it.

Check this page, too, for some research done on another device http://www.stutteringhelp.org/Default.aspx?tabid=35.
