It is a natural and cyclical process which Buddha has witnessed when he attained enlightenment. However, it is important to note that Buddha is neither the Creator of Kharma nor God. He merely described what he had witnessed for himself, just like the18 levels of Hell which he witnessed and talked about.
When one has done a good or bad deed, he has sowed the seeds of good/bad (thus known as the CAUSE). When the conditions are ripe, the consequences will come and he will experience good/bad outcomes (thus known as the EFFECTS). Good and positive outcomes are results of good deeds that are commited out of goodwill and vice-versa.
So, if you kill someone, you will end up being murdered in this or your next lifetime, depending on how soon your good kharma has been used up.
"Khama" in the Buddhist context can come in the form of one's previous, current or future life, depending on how much good khama one has accrued in his past and present lives. A wicked person may not receive his just kharma in this lifetime because of his past life's good kharma not being used up in this lifetime so his just kharma may be brought to his next life so when he seeks rebirth, he may have a bad rebirth.
