Cats tend to spray like this when marking their territory. Neutering can help with this, although many cats still spray after being neutered. It's still important to have your cat neutered though if he isn't already.

First off, that's the normal way for a cat to "go". That's the way they are made, so it's nothing to worry about.

You do need to worry however, if he is doing this all around the house and is not fixed. That means that he is looking for a mate and he is "marking his territory". You can generally tell when this is happening due to the strong smell of the "wee". If this is the case, the best thing to do is to get your cat neutered. Now, this won't make him any less of a cat, but it can cause some weight gain as your cat gets older. This is the best way to solve your problem if that's what's going on. If he's an inside cat, it will give him less of a reason to try to sneak out. If he's an outside cat, it will prevent him from mating with a female and leaving that many more kittens out there.
